exec-irc-bot readme

This is the home of crutchy's 'exec' bot, which lurks on SoylentNews IRC (irc.sylnt.us).

The main bot script is 'irc.php', which requires 'irc_lib.php' (functions).

Alias scripts are stored under the 'scripts' directory.
