XOOPS 2.5 Themes + Modules Downloader and Loader Resource

System module for downloading and installing approved Modules + Themes from GITHib as well as Sourceforge - Maintained at http://teams.xoops.org when established, this will be a module called 'resources' which is available from the system, that allows for downloading of modules, themes' well as upgrade to newer versions etc...

Mainly for GitHub.com there will be file in the root of the git called xoops-resource.json which will be a file generatable in the http://teams.xoops.org area for developers of modules and theme's with packaging instructions as well as an Uploader for it to be tested and audited before it is queue via the APPs for GitHub and a respository is added as well as the user to the contributor of the module/theme as part of the resource..
