• Node.js with npm. problably with node version >= 3.5
• PHP 5 - I recommend use a simple solution of LAMP like XAMP or MAMP to easy get start.
• Prepos APP. the easiest way to convert SASS to CSS :p

Also you can use npm tool added inside the node modules. Run  

npm run build-css
